The FDA is promising more clarity on regulations. If it classifies CBD to the food and supplement sphere, experts believe companies will be in limbo between state and federal law or forced to embark on potentially expensive compliances.

Pennsylvania legalized fentanyl testing strips, no longer classifying them as illicit drug paraphernalia. Also in the state, Philadelphia will use hundreds of millions of dollars, coming from settlements with opioid manufacturers, to fund community programs to combat addiction. These initiatives include harm reduction tactics such as mobile methadone clinics and programs to help distribute methadone and buprenorphine to those in prison and jail.

New York continues to be at the forefront of controversial solutions to the fentanyl crisis, allowing drug users to test substances in centers. The goal is to catch fentanyl and other deadly formulations, such as animal tranquilizers, using infrared spectrometer machines typically found in labs. This new method is in response to the growing problem of cutting heroin with fentanyl which has led to deadly results.
